Best CRM for recruitment agencies: the criteria behind this list
A recruitment agency CRM here means software that holds candidates, jobs, clients and deals together, with the pipeline, email and reporting an agency uses daily. Each entry comes from the vendor's own pricing or product page, dated October 27, 2026. Amounts are left to those pages, vendor claims are labeled, and the order follows no ranking.
Seven options, read from their own pages
- Recruit CRM: Pro, Business and Enterprise, billed per user with listed amounts, pooled monthly credits for metered features and a 30-day trial. Watch the credit use and the Pro limits of one pipeline and 15 custom fields.
- Manatal: Professional, Enterprise and Enterprise Plus with listed amounts that differ by billing setting, a custom plan and a 14-day trial with no card. Professional caps an account at 15 jobs, and workflow automation starts on Enterprise.
- Bullhorn: for small agencies, Starter and Core list a per-user amount, and Pro and Max are quote only. Bullhorn says its small-agency plans suit teams of 1 to 10, and its sales pipeline starts on Pro.
- Recruiterflow: a Platform plan with a listed per-user amount, covering ATS, CRM, sequences, automation and API access, and an AIRA plan with custom pricing. The pricing page offers a demo and does not mention a free trial.
- Loxo: Core with a listed starting amount billed annually, Professional by demo and Enterprise on custom agreements. A 7-day trial of Professional needs no card, and plans are paid up front for the year.
- JobAdder: pricing by request. Recruiter Lite is for 1 to 5 users, Essential for 6 to 20 and Pro for 21 or more, with a free demo. Lite includes temp and contractor management.
- Zoho Recruit: the staffing agency edition lists Forever Free, Standard, Professional and Enterprise editions, priced per user, with a try-for-free button on each. Its amounts load after the page opens and were not in the page source read, so check them on the live page.
Pick by agency size and type of work
- Solo recruiter: only Zoho Recruit's page lists a free plan among the seven. Manatal's 14-day trial and Recruit CRM's 30-day trial are the other low-risk starts.
- Two to five recruiters: compare the per-user amounts that are listed, then the limits, such as Manatal's job cap and Recruit CRM Pro's single pipeline.
- Six to ten recruiters: JobAdder Lite stops at 5 users, so a team of 6 or more prices Essential. Bullhorn's small-agency plans still apply up to 10.
- Contract and temp work: check timesheets and billing. Recruit CRM lists them with credit use, Bullhorn lists them in its quote-based front-to-back product, and JobAdder lists temp and contractor management.
- AI-heavy desks: Loxo meters its agents with credits, Recruiterflow's AI tier is by quote and Bullhorn's agentic tier is by quote.
Compare the billing models: where they differ
Three models appear. Published per-user plans, as at Recruit CRM, Manatal, Recruiterflow and Bullhorn's entry tiers, let you add up a team's cost before any call. Credit pools, as at Recruit CRM and Loxo, add a second meter beside the seat. Quote-based tiers, as at Bullhorn Pro and Max, JobAdder and Loxo Professional, need a conversation first.
Every model still scales with seats, so count recruiters first. Then compare the plan that holds the features you need, not the cheapest label. The Recruit CRM pricing guide shows the arithmetic for one of them.
Poor fits to rule out early
- Skip quote-only tiers if you must budget before talking to sales, and price Recruit CRM, Manatal or Recruiterflow's Platform plan instead.
- Skip annual prepaid plans, such as Loxo's, if you want to start month to month.
- Skip Manatal's Professional plan if you will run more than 15 jobs at once.
- Skip credit-metered features if your desk wants one flat bill, and ask each vendor what draws down credits.

The evidence behind this buying guidance
This guide draws on Recruit CRM pricing page, Manatal pricing page, Bullhorn pricing page, Bullhorn ATS and CRM page. Merchant-controlled records describe the provider’s own capabilities, terms or standards; they do not independently validate those claims. Other cited records provide additional context. A different publisher or a research, regulatory or certification label does not by itself establish independence, relevance or product validation.
